Everytime I want to notify other users, I instinctively try and type in their email address. This, obviously, doesn't work. I suspect that because I see this operation as being equivalent to CC'ing someone in an email, my muscle memory just wants to begin typing their email address. Everywhere else in FogBugz I have no problem typing in the user's name. This particular form field just screams for it to accept email addresses with auto-completion - even if it is only for valid FogBugz users.
