If you buy say a 30 user server license for Fogbugz, but when the maintenance contract renewal time comes along a year later you realise you only need say 10 licenses, can you reduce the number of licenses you have maintenance for?

If you can, but later need some of those licenses 'back', can you just pay the additional maintenance charge without having to buy the licenses again?

You can surrender licenses and then you do not have to pay for the maintenance on those licenses, however if you decided you needed them later you would have to repurchase the licenses again.
