Is anyone aware of a way to disable the FB screenshot tool, w/o editing Win startup files, or actually uninstalling the tool?

I.e. is there an option in its UI, or FB's UI, that allows you to easily turn on or off whether the tool autostarts on boot?

Yes! Go to regedit and delete the FogBugz Screenshot Tool key from the HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\RunServices folder.
