Clicking the "newer version available" link takes me to this exact url:

https://shop.fogcreek.com/FogBugz/download.asp?cmd=fbupgrade&sVersion=8.2.25

Notice the & in there. Might want to fix that.

An & in a URL is used to separate query string parameters, and as such, is expected.

Or are you saying it's showing up as & in the address bar when you follow the link?
