One of the problems that we run into is that someone closes a ticket when the issue has not really been resolved. We would like to prevent anyone other than the ticket opener to close the ticket. Is there anyway to do this?

The default behavior is to force resolution to assign to the case opener. They will be notified when this happens. Nothing prevents somebody from closing the case, but the case opener should also have seen that the case was resolved and verified it. If the opener sees that somebody else closed the case incorrectly, they can reopen it.

The general model of FogBugz is "trust but verify". We keep the product simple by not offering required fields, fine-grained action permissions, or fine-grained field permissions. There are definite organizational needs for this kind of functionality, though, so our slant toward simplicity and openness might need to be tweaked for you.
