Now that I've got my shiny new FogBugz, what do I need to do to set up a test server for building plugins? Do I need to do anything with regards to licensing?

Same here. I installed a copy locally for plug-in development. The only complication you may encounter is that the FogCreek server keeps track of how many times you activate an installation with a particular license. I think you get about 2-3 times before it blocks you from doing more activations, but just call support and confirm that you are doing it for a legit purpose (like a test/dev server) and they will reset it for you.

Having a test server is really handy for plugin development -- although you can also install FogBugz on your dev PC and test plugins there too (including debugging them).

I installed FogBugz on our test server and on my PC and used the same license information that I used for our public FogBugz server.
