i don't want fogbugz to manage my attachments (change extension to .unsafe)

where can i disable this?

I don't believe there is a global switch to turn this off, but you can add additional extensions that are trusted via

Admin > Site Configuration > Advanced > Trusted File Types

Note that the reason the extension is changed is to prevent you from accidentally opening a file that may do something malicious.
