My independent developer uses fogbugz to track the bugs from me and from other clients he has .

I want to be able to track the bugs and enhancements I come up with from my system.

I am not currently a fogbugz user.

Is there a way for me to create a database of issues for my system and at the same time to update his system with my issues. And when he resolves them, to have my system updated.

The easiest thing for you to do (and probably the cheapest) is for you to pay for him to get you a FogBugz licence, and set up his projects so you only have access to the appropriate ones. This will protect your information from any other users, and allow you to interact with him directly in FogBugz.
