Is it possible to receive some type of notification when a new case is added to the system?

I'm not really looking for an E-Mail notification, as I don't want to fill up my inbox with notifications. I was thinking more along the lines of an instant message, or better yet if it could call out to an application that I created which would simply pop up a message from the system tray.

I'm really open to any ideas here, as long as they don't involve installing stuff on, or messing with the server (I don't have rights for that).

You could try using RSS feeds? For my needs, it works very well.

The URL Trigger plugin may be able to meet your needs. I know it can call out to a URL, and from there you could have an app that talks with FB over the xml API to gather more information.

The Autosubscribe plugin allows you to automatically subscribe (and receive notifications) for all cases created or edited in a given project / area.
