Granting a user all of the privileges of Site Admin because they need the ability to share filters for a project is less than ideal. It would be very helpful if there was a way to grant this ability to normal users.
A few options:
Add a "Filter Admins" configuration at the Project level with a UI that behaves the same as the Project Admins section. Any users listed would be allowed to share filters with anyone else who can see that project.
Add permission at the group level. Either allow only group admins or add a new permission level with another radio button column "Share Filters" between "Modify" and "Group Admin". This would allow a filter to be shared with any user in the group. Note by Fog Creek: FogBugz 8 no longer has the Group Admin role and does not map Projects directly to Groups
Add permission at the user level. On the user edit screen, add a Yes/No option for "Can share filters", which lets a normal user share a site wide filter exactly like a Site Admin is currently able.
