Can the Fogbugz tool allow an assignment to a group a users rather than to an individual?

As @Daniel's comment said, you might be able to do this with a Virtual User. To expand on that... When creating a new user account you can provide a list of email addresses in the "Email address" field. So, for example, you could create a "Dev Team" virtual user (to avoid using up a FogBugz license), and include all of the developers email addresses:
