I am using the Fogbugz onDemand and need to generate the ticketurl to provide to users who just want to be updated on the progress of a particular ticket. I created the ticket from the Add Case page rather than send an email. Is there a way to generate or get the ticket url if you have submitted a ticket this way?

There is!

Create a snippet called ticket and put the following in the snippet:

{ticketurl}

Then go back to the case, hit reply and type

Hi,

Here's your url: ticket`

(If backtick is your snippet character this will replace the word ticket with the actual url to the case).
