When one FogBugz user is logging their time to a Case that wasn't assigned to them (because they were assisting another FogBugz user assigned to that Case), it is actually taking off time from the Assigned developer.

For instance if the Assigned Developer had 15 hours estimated, and the FogBugz user who assisted the Developer logs in his time as 1 hour, it will show that the Assigned Developer has 14 hours remaining.

Why is that happening? How can we remove this problem?

Well, the case initially has 15 hours estimated to complete the work, not that the particular assigned user has 15 hours.

The estimate time is for the case to be completed, no matter who works on the case.

To reflect this scenario, where others may help out on a case, either account for that in the estimate (adjusting the estimated time if necessary), or the assisting person would not log their time directly against that case. I would likely adjust the remaining time.

Actually, since the estimation history goes to the last user who estimated the case prior to time being logged against it, the best way to do this is to either ensure only one user works on a given case (meaning the cases have to be kept fairly small), or to spawn sub-cases off for each portion worked on by someone else. – cdeszaq Sep 14 2010 at 14:53
Sure, assuming it's separate tasks. This could be read to reflect the assisting person was helping the developer with some aspect not logically portioned. – Kris K. Sep 14 2010 at 17:38
