Here's the scenario:

Project manager assigns someone a case and gives it an estimate of 8 hours since they think that's about how long it should take the programmer

  • Obviously, this is not good since the person responsible for resolving the case (aka. doing the work) did not enter the estimate themselves, meaning that they are not indicated as the "original estimator" as tracked for EBS, and hence this case would not be reflected in their estimation history but in the PM's)

Does it fix the situation if the estimate field is cleared out (prior to any time being logged against the case), and then entered in by the developer that is actually assigned to the case?

In the scenario you describe, the developer assigned to the case becomes the original estimator by refining the estimate before work has begun.

See this question for the definition of original estimator. (Note that it was created after this question, so this is not saying RTFM, but thanks for prompting us to clarify.)

I was told that estimates do not "stick" until time is charged against the case. I'll try to dig up a link.
