I created a new project for a new client, created a group for that project, assigned myself and a community user to that group.

Is there a way that a community user can view all cases and create new cases within this project but not be able to edit anything? Or am I going to have to purchase another license for that user and severely limit their access?

The Community Case List plugin lets you designate projects as visible for community users who have permissions on that project's group. Give it a shot and see if it meets your needs.

public only means that it is possible for a non-logged-in user to submit cases. you can set permissions on the project to only allow community users to do so, not all anonymous users. – adambox Aug 26 2010 at 14:02

Maybe. Community users are able to view all the cases they have submitted, but not any other cases in the project. For example, two people at the same client won't be able to see each others' cases unless they share a community user login.
