EBS gives a case's estimate history to the user that resolves a case only once that case gets closed. What happens if a case later gets re-opened? How does EBS respond?

Does EBS only take into account closed cases and the resolver it uses is the most recent resolver?

Or, what happens if a case is resolved by person A, but the the resolution is changed by person B? Does person B get that case's estimation history then when the case is closed?

Sorry, it's not correct that the estimate history goes to the resolver.
