Is it possible to get the list of all of the 'Possible Values' for a particular custom field using the API?

If one doesn't exist, can I create a new one using the API?

No. You can get the possible values for some of the builtin fields via various api commands, but not for plugins.

We can fix this, but the ideal solution requires a bit of cooperation between plugins and FogBugz, not to mention some interfaces that don't exist yet. So this is something that will have to wait until after 8.0.
