Does fogbugz provide a tortoisesvn plugin which allow users to choose bugs from list instead of just entering the case number manually?
I found curtle but it does not seem to active.

Unfortunately we haven't written anything like that and I haven't heard of anyone who has. Sadly, it does look like Curtle is an abandoned project. The advice from this related question is to write your own utilizing the FogBugz XML API, which is probably your best bet.
