I'm in the process of outlining a project, but after entering a few steps, it occurs to me that there are others that must precede them chronologically (e.g., created "paint the house" step, then remembered that "buy the paint" is a very important step, and must go before the whole painting endeavor).

In Basecamp, rearranging tasks is just a matter of dragging the little move icon. How can I do the same in Fogbugz?

Case lists are displayed in whatever the current sort order is, though it frequently defaults to case number. There's no separate concept of order, although you could use something like the Backlog plugin to get a similar effect. A case hierarchy itself imposes no ordering on children.
