The Case Event Edit plugin will let me revise this:

Is this just an oversight, or is there some technical or philosophical reason that case edits with no comment cannot be revised? I can imagine situations where I forgot to give a comment, that I'd later want to go back and revise to add the comment.

This was intentional. The main reason that non user-entered comments (a change in assignment, project, etc.) are not be editable is so that the overall continuity of the case is preserved.

By making editing controls absent for existing events without user-entered text or attachments, the Case Event Edit feature favors error correction over additional contribution. If a user feels that brand new thoughts need to be added to a case, he/she can create a new case event. This helps preserve linear, easy-to-interpret communication.
