The latest version of the API, with release notes, can be found here on developers.fogbugz.com.

FogBugz 8.0 includes Plugin API version 3.14. You can get the API version in your installation by going to http://[your fogbugz]/?pg=pgPlugins – adambox♦ Sep 14 2010 at 21:20
