I want to give my Community users access to the manual I wrote on my wiki. So how do I stop my Community users from being able to raise New Cases?

Disabling public submissions on all of your projects will prevent community users from entering cases, but they will still be able to view any wikis and discussion groups that you have given them permission to access.

Expanding a bit on this: What if it is not an option to disable public submissions? Our use case is that we want our community users to raise issues using a bug reporter that we have built using the FogBugz API, but not through the web interface. The reason we want to use our bug reporter is because it collects crucial system information e.g. stacktraces, logs etc. – Nicolaj Schweitz Mar 9 2011 at 14:53

Not really an answer, but we've recently added better support for Community Users to FogBugz. You can read a blog post about the new functionality here:
