I'm still trying to figure out the ins and outs of permissions in FogBugz, but it appears that all of my site and project admins can close action items that have been assigned to them by someone else.

I don't really see a justifiable use-case for this, so can someone give one, or remove it? If not, I'll just try to educate my admins.

We don't limit the "actions" a user can do to a case (in this instance, you're looking for the ability to remove the 'close' action from some users). Any user that can edit the case can close (and open, edit, assign, etc) the case at any time.

Correct. Whoever opens an action item is responsible for closing it, but we don't use the software to enforce (or 'force') this. – Michael Pryor Apr 8 2010 at 14:48

The rule on "Resolve and Close" is that you have that option if resolving the case will assign it to you, or to a virtual user. You can therefore control when it shows up be editing the project's Workflow.
