I know you can set permissions such that all community users can access a wiki or discussion group, but can you let only certain specific community users see / modify them?

Not really an answer, but we've recently added even better support for Community Users to FogBugz. You can read a blog post about the new functionality here:

FogBugz 8

Permissions have been revamped in FogBugz 8. You can now create Groups which are lists of Community users and give them access to specific projects and wikis.

Community users can also now see their cases when they log in without needing to keep track of ticketurls like anonymous users do.

FogBugz 7

The Groups feature (previously called Clients and Departments) allows granular permissions for community users. Take a look at the documentation to see how to allow access for only certain users, or users from certain domains. Note: you must create the group and then edit it again to add the community users.
