When I create release notes (generate HTML), I only get a fixed issue listed if there's a text note in the Release Notes field.

I would like to have a complete listing of fixes that went in to a given build, whether or not there's a specific note attached to it.

The release notes listing under Reports -> Release Notes only includes cases which have release notes entered. FogBugz does not assume that you want to list every case under the milestone because this could result in a lot of noise for your users. The release notes should be a user-centered description of what was done, while the title may be more succinct.

I just ran across this today and found that adding a single space to the release notes was enough to make the case show up. This worked well for cases where the title was clear enough.
