How EBS decides in which order a given developer will work on her cases? I assume that it takes into account: a. Project b. Milestone c. Priority But in which order? What is more important than what?

EBS orders all Milestones by expected completion date (Official Date), without regard to Project, and with a Official Date of None meaning that a milestone comes after all Milestones that do have Official Dates set.

Then, to calculate the ship date for a given Milestone M, it gathers all cases of Priority X and up (where X is the priority selected in the priority dropdown on the EBS report page), for all Milestones up to and including M, for all people who must finish work to complete M, and runs its Monte Carlo simulation.

There is no sense of 'priority ordering' of cases for EBS, because you are including all cases below a given priority. EBS assumes that within each Milestone, those cases can be completed in any order.
