Where I downloaded a plugin there is

In FogBugz, navigate to Admin > Plugins. Choose "Upload Plugin Manually" and select the plugin you downloaded in Step 1.

I navigated to Admin > Plugins but I can't find "Upload Plugin Manually".

There is a link to FogBugz Plugin Gallery and a link to View All Available plugins. But I didn't find where to upload the plugin manually.

Are you using FogBugz On Demand? If you are, you cannot upload plugins manually. Plugins must be approved in a separate process for use with FogBugz On Demand.

If you navigate to Admin -> Plugins there should be a link at the bottom of your list of plugins that reads "View All Available Plugins" that will display all the plugins that have been approved for use on FogBugz On Demand. You can install any of the plugins displayed there by clicking on the "No" link under the "Installed" column next to the plugin you'd like to install.

If there's a plugin that you'd like to be made available for On Demand, email the plugin developer and encourage them to get their plugin approved for On Demand.
