Our team has a community development coordinator, whose job includes identifying bugs and potential improvements to our software and coordinating with the developers to address those issues. This person is not a programmer, and doesn't have a technology background.

Are there articles, guides, or how-to's that I can point this colleague to to help her understand FogBugz and be more comfortable using it?

You should also have your processes documented wrt FogBugz already. You can't expect this person to make decisions about how your shop will use the Project and Area fields, what the various Categories mean, what guides the interpretation of Priority etc.

If you don't have your processes documented, then the first task this person should be assigned is to go to everyone in the company that uses FogBugz, ask them how they think it is used and then document it. It'll be a great introduction. When she's done, you can change her title to Program Manager.
