What about tags? The URL for a tag called "meta" is:

http://server/fogbugz/default.asp?pg=pgList&search=2&searchFor=tag:"meta"

But putting a colon in the link field generates an error:

Wiki and Article names cannot contain colons or @'s, and they cannot consist entirely of numbers.

I would...but I have no rep to offer. Perhaps when I have some free time I can play around on here to get enough rep to offer a bounty, but it seems silly to have to do that. To link to a search that includes special characters, you need to URL encode them. A colon is %3A and a double quote is %22. So your example becomes

http://server/fogbugz/default.asp?pg=pgList&search=2&searchFor=tag%3A%22meta%22

You can also link to a search for a tag (or any other search) by creating a filter with the tag you want in the tags field (or the search string tag:meta). Save the filter and share it (you must be an admin to share a filter). You can then link to the filter in the wiki article because it shouldn't contain any characters that aren't allowed.
