The question of just how much "scaffolding" is needed to get a project underway is nearly impossible to solve. I always get this wrong... I think it has something to do with the fact that software is in a constant state of redesign by its nature, and developer tools created at the start of the project are no exception.

I think being disciplined on time spent making "scaffolding" is a pretty good solution. 10% of overall project time and not a minute more. If you need more than that, your "scaffolding" is really an integral part of your overall project that needs to grow along with the rest of it.
