I went to Admin -> Your FogBugz On Demand Account and clicked the link to download my database. I know it locks all of the users out while it's copying the database to a backup file, but that step's done and I don't know how to let people back in.

Once the server is done copying the database to a different location, you are given the link to download the file and a go back link appears at the bottom. If you use this link, it will unlock FogBugz so your users can get back in.
