Background: While it will not affect me at all (I just converted outstanding global milestones), this was a minor annoyance. We used global milestones due to a previous FogBugz installation and how it was used then. Since FogBugz 7, this has not been necessary. With different groups using the same installation, global milestones tend to get "in the way" (granted, something in-between, like at a group level, might work well).

Allow converting the milestones from one type (global or project) to another (if all cases exist within a project, etc.)
With that, moving the cases over as desired (including closed).

I guess it would be one-way to start with (e.g. convert a global milestone to a project milestone) and only allowed if only one project uses the milestone in the first place.
